Elaine Phillips

Board Member

Elaine Phillips joined the SCO Board of Directors in June 2019.

Elaine served as a New York State Senator representing the 7th Senate District in Nassau County from 2017-2018 where she earned a reputation for her hard work and integrity. In the Senate, Elaine worked to apply her experience to deliver honest, responsive and effective government, install fiscal responsibility and lower the cost of living and working in New York.

Elaine served as the Mayor of Flower Hill, New York from 2012-2016. During her tenure as Mayor, she cut taxes, stabilized the village’s finances, and implemented an environmental policy to expand the number of trees in the village, an effort which led the Village to be named Tree City USA by the national Arbor Day Committee

A former financial analyst, Elaine worked for large financial institutions for over 20 years, including Met Life and JP Morgan Securities. She later served as a Vice President in Institutional Sales at Goldman Sachs.

Elaine was the first in her family to attend college, and graduated with a Bachelor’s degree and an MBA in Finance from Penn State University. She and her husband, Andy, are parents of three daughters, Kate, Hannah and Sarah.
